Congressional Republicans Support Trump's Proposal to Replace Affordable Care Act

US lawmakers are working through the weekend for the initial time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to recede as Republican senators floated a plan unacceptable to Democrats: eliminating the ACA, known as Obamacare.

Growing Consequences of Government Shutdown

The effect on Americans from the longest shutdown of the US government in history worsened on Saturday, as federal workers went unpaid, carriers were compelled to cancel flights and SNAP benefits have been postponed for 42 million Americans.

President's Plan from Florida Resort

As Saturday's meeting got under way, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators welcomed the plan, which is comparable with a alternative for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is truly better for the patient," one senator said.

Another senator praised Trump's proposal on online platforms, and displayed a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic lawmakers expressed concerned reactions to Trump's plan.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by the public and Congress."

Another senator reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."

Ongoing Talks

The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of moderate Democrats to end the closure in exchange for a future vote on the ACA subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and continue the payments for a year.

Another senior Democratic senator continued in maintaining that Republicans should accept a 12-month continuation of the payments before discussing the future of the subsidies.

"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."

Political Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Several observers indicated that the essence of such a plan would eliminate the ACA's requirement that carriers cover patients with pre-existing conditions.

After his resort visit, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the proposal that failed to garner enough backing in 2017.
