A Caution to Keir Starmer from His Personal History: Without Boldness on Britain's EU Exit and the EU, His Party Challengers Shall Be.

Back in 2018, it took just eight words to energize the party's annual gathering and to show Labour was falling out of love with its then leader. While not precisely stirring rhetoric, the words were greeted with rapturous applause as most of the hall stood for spontaneous acclamation.

When the noise subsided, the then-Brexit spokesman, remained at the lectern, visibly startled. He was unaccustomed to his addresses having such an effect. His statement was simply: "Nobody is ruling out remain as an option". Context, however, is key.

During that deeply polarized period of 2018, straying from the prepared script in this way was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize Brexit voters in key constituencies over the pro-European instincts within Labour. In just one speech, this grey-suited shadow Brexit secretary underwent a transformation – albeit temporarily – into a risk-taker who championed the party's base against a leader he later succeeded.

The Shift in Position & Settled Debates

In the years since, much has happened, not least to Starmer himself. An early move upon assuming leadership from Corbyn in 2020 was declaring the Brexit issue had been settled by the previous year’s national vote. And, at the last one, he repeatedly emphasised manifesto “red line” promises that forbade rejoining the European Union or its core structures.

Like his predecessor, the PM's approach has focused on winning Brexit-y voters in key seats, even if survey data indicates many of them have passed away or shifted opinion.

Pressure Building on the EU

However, it’s now the prime minister’s turn to be an embattled party leader. And, if EU relations may not be the central crisis of British politics, a lid that has been kept firmly shut since Brexit is beginning to rattle once more.

Both Starmer and Rachel Reeves have intensified the rhetoric regarding the damage caused by Brexit has inflicted on Britain's economic standing. It’s a useful stick with which to beat the Reform UK leader, who seldom discusses his flagship policy was his primary goal and is still his sole political accomplishment.

And yet, the extent of the economic harm, which by some estimates has left Britain with a national economy that is between 6% and 8% smaller than if it were still in the EU, towers over the micro-mitigation so far offered by the government. Starmer’s so-called re-set deal negotiated with the EU in 2024 provides gains quantified in fractions of a percent.

Internal Pressure and Bolder Ideas

The chancellor is among those attempting to bypass entrenched Home Office resistance to an expansive version of a growth-enabling youth mobility scheme allowing youths can move between the UK and the EU to study or work.

The deputy prime minister has pondered publicly about the clear advantages of joining a customs union with the EU, as several Labour backbenchers, such as the head of the powerful finance committee, last week voted for a Liberal Democrat motion on joining one.

Although the Europe minister, who oversees EU policy, who is now attending all cabinet sessions, maintains the red lines remain unchanged, there exist avenues to work around them. One idea would be to declaring the commencement of talks immediately for a more ambitious agreement, to be featured in the following election platform, with implementation only if Labour won a fresh mandate.

The Prime Minister's Deep-Seated Doubts

Yet, Starmer has most recently damping it all down on the idea cautioning that rejoining an EU customs arrangement could undermine the commercial agreements with America, which he regards as key accomplishments of his premiership.

It is understood that Starmer's doubts go still deeper, and is rooted in three further factors.

  1. First, he believes a customs pact is now significantly more difficult because his ministers busily de-aligning from EU regulations across a range of sectors, including the environment.
  2. Second, the prohibitive cost demanded from Britain for entry into a European defense initiative and the ensuing failure of negotiations has convinced British officials that European nations are less interested in offering favorable terms with Britain than in proving that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, praised by Moscow, is seen by some influential figures in Number 10 as a reason for the UK to maintain distance from Europe.

An Alarming Strategy and Geopolitical Calculations

This bizarre and terrifying American strategy paper claims Europe faces cultural extinction because of Muslim migration. It contains a single mention to Britain, found on a suggestion that the US government will intervene in British politics to encourage the rise of nationalist movements.

But, far from concluding that this makes the US an unreliable partner, ministers is worried that deeper EU integration would destabilise geopolitics further by endangering precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation and The Ghost of 2018

All of which returns us to the conference of 2018. The PM has consistently stated that address was not a pitch for the leadership but merely an effort to preserve the possibility of staying in the EU being on the ballot paper. In fact, in those days, he still supported a “bespoke customs union deal” of the kind he now appears to be opposing.

But it’s not been lost on Downing Street note that Wes Streeting, widely considered would be a candidate in any leadership election, is among a group of cabinet ministers signaling they desire greater ambition on Europe.

Staff for the Deputy Prime Minister, another likely contender in a contest to replace Starmer, insist she refuses to comment on her position on a customs union because it would only “escalate unhelpful speculation”.

The Obvious Danger & A Prudent Reminder

The risk is clear. Should the PM reject more meaningful steps towards EU alignment, he cedes ground to claim the territory where most of Labour MPs, members and voters reside.

It would be wise of him to remember the effect that a short phrase had on his career seven years ago. Potential pathways for a major proposal on EU relations which the PM ought to consider; he should explore them himself, rather than letting rivals adopt them as their own.
